7. Road 6A- Kona CDP, Road 6A of Applicant's Master Plan, <br /> Exhibit A-5: <br /> Road 6A shall be a public road within a 60-foot wide rit-of-way <br /> and constructed in conjunction with any of the project's <br /> development requiring access from said road. <br /> 4. Reasons for the Request: The applicant has been consistently meeting with the <br /> Planning Department through its Kona CDP Design Center and has spent considerable <br /> time and money to create an updated Master Plan or"Regulating Plan", which in 2019 <br /> was determined by the Design Center to be consistent with the Kona CDP. During this <br /> planning process and in dealing with the current financial and market challenges, <br /> Palamanui came to realize it would be in the best interest of the community, the UH, and <br /> Palamanui to develop the project based on the new KCDP, which was adopted in 2008, <br /> just before the adoption of Project District Ordinance No. 09 132. The proposed changes <br /> to ordinance conditions are necessary to: (1) conform the Palamanui project to the KCDP <br /> and the master plan created in compliance with the KCDP; (2) facilitate the continued <br /> development of the UH-West Hawaii campus and align the construction of the <br /> Palamanui project with the planned University Village; and(3)update the Palamanui <br /> project to current market demand and conditions, including traffic conditions. <br /> Specifically, Palamanui is requesting that completion of roadway improvements is <br /> triggered with the actual traffic impact or need generated by the development, as <br /> supported by the 2017 Traffic Assessment. <br /> Despite the extremely difficult economic times since 2008, Palamanui has honored its <br /> commitments and spent substantial funds to make its project and the UH-West Hawaii <br /> campus a reality. These proposed amendments will allow that investment and work to <br /> continue, so that Hawaii Island residents can someday soon enjoy a project that will <br /> provide unique educational, housing, and shopping benefits on the Kona coast. <br /> 5. Supportive Information: The landowner and applicant, Palamanui Global Holdings, <br /> LLC,has submitted the following information in support of their request: <br /> • Planning Department(P.D.)
