VITOUSEK: Okay, sure, so, you know, we are dealing with the historic site, very significant <br /> historic site, which is listed on the Hawaii Register of Historic Places, but this site has never <br /> been formally recorded, according to the documentation that was submitted to us. In the <br /> environmental impact statement and in the background reports and all that, it's described as <br /> being informally listed, informally recorded by the applicant and listed in the Hawaii Register of <br /> Historic Places. <br /> CASH: I think our architect is up to answer to that because I, I don't know the difference. I <br /> know it's on the historic register. So I don't know the difference. <br /> VITOUSEK: Someone's got their hand up. <br /> CARR SMITH: Yeah, I'm sorry <br /> OHIRA: Hi <br /> CARR SMITH: Can you let us know who you are, again? I don't think I've got you- - - <br /> OHIRA: Oh, yes, Christina Ohira. I also represent the applicant. And Keith can, you know, <br /> further explain this also, but the property is on the state historic register. We printed a copy of <br /> the current register from the DLNR website. We submitted that to the Planning Department, <br /> along with, I believe 10 to 14 days ago, Keith submitted the full plan set to address all of the <br /> issues in the NOV. And so that should be with, that should be in permit review right now. I see <br /> Tracie-Lee has a question. <br /> CARR SMITH: Yeah, go ahead. - - - Alex, do you want to chime in? <br /> ROY: Yeah, Commissioner Vitousek and Chairperson, an AIS was completed, or archaeological <br /> inventory survey, was completed for the construction area, kind of updated a number of studies, <br /> but they also submitted, during the EA process, a review to SHPD. So SHPD did review the <br /> project and didn't have any comments because of the registered status. I've been working with <br /> her as the staff for the Cultural Resources Commission to ensure compliance with like DOI <br /> standards, and once construction starts to get going, we are going to have Puakea Ranch come to <br /> the CRC and present to ensure that, you know, it's following with the historic register status. <br /> That's all I wanted to add. <br /> CARR SMITH: Go ahead, Mike. <br /> VITOUSEK: Okay, so, the archaeological inventory survey is done on 2.14-acre portion of the <br /> 14.9-acre project area, so only a small portion of the entire project area within a larger historic <br /> site has been subjected to an archaeological inventory survey. And the issue here is that we are <br /> not dealing with an archaeological site; we are dealing with an architectural site that is listed on <br /> Hawaii Revised, or Hawaii Inventory of Historic Places. So, you know, as Ms. Cash pointed <br /> out, that listing on the historic register has a lot of significance to it that opens up a whole set of <br /> requirements that are in place in terms of consulting with the State Historic Preservation Division <br /> prior to any alterations of the site pursuant to Hawaii Revised Statutes Chapter 6E-10, as well as <br /> 21 <br /> EXHIBIT D <br />
