Fax (808)323-4440 <br />Mayor's COVID-19 Emergency Rule No. 13 <br />Pursuant to the authority vested in me by Hawaii Revised Statutes Chapter 127A <br />and due to the public health concerns related to COVID-19, I hereby adopt and <br />promulgate the following rules which have the force and effect of law. <br />The following State of Hawaii proclamations related to the COVID-19 emergency <br />authorized by Governor Ige are relevant to this emergency rule: The Thirteenth <br />Proclamation established a negative test exception to the mandatory self -quarantine <br />requirement for persons entering the State of Hawaii effective October 15, 2020; the <br />Fourteenth Proclamation authorized each county to establish a two -test system for <br />transpacific travelers entering the respective counties; and the Fifteenth Proclamation <br />established a statewide face covering requirement. <br />Amendment to Mayor's COVID-19 Emergency Rule No. 12, effective October 15, <br />2020 implemented a two -test system for all transpacific travelers to Hawaii County <br />availing themselves of the negative test exception under the State's Safe Travels <br />Program. <br />The Sixteenth Proclamation Related to the COVID-19 Emergency (16th <br />Emergency Proclamation), effective November 23, 2020, modified the requirements for <br />transpacific travel to Hawaii by mandating that all persons electing to participate in the <br />State's Safe Travels pretravel testing program produce a negative test result from a <br />trusted testing partner administered within 72 -hours of the final leg of departure or <br />submit to a 14 -day mandatory self -quarantine. <br />This Emergency Rule updates the County's rules, its policies on travel, and its <br />policies on face coverings. <br />
