What do I do? <br /> RAFFIPIY: Please raise your right hand. <br /> BIGLEY: You got it. <br /> RAFFIPIY: Do you swear or affirm to tell the truth on this matter now before the Windward <br /> Planning Commission? <br /> BIGLEY: I do. <br /> RAFFIPIY: Thank you very much, please proceed. <br /> BIGLEY: I just wanted to dove tail what James was saying and indicate that when we do an <br /> affordable housing project there are a number of hurdles, we have to clear to be successful. We <br /> have to get obtain financing from the Federal and State agencies and on this particular project <br /> and James you can correct me if I'm stating anything incorrectly. But, the success or failure of <br /> this project almost entirely rely, it is almost entirely up to the County of Hawaii now. It is not a <br /> State issue, it is really not a Federal issue anymore because we actually cleared all those hurdles. <br /> So, we've obtained all the financing at the State level and what we've just been talking about <br /> today that we've made some applications for local financing. <br /> But ninety-five (95)percent of the funding for this project is going to come from non-County <br /> sources. Either way we look at it the most non-County sources have already been, all the <br /> competitive sources have already been committed to this project. So, the point I think James is <br /> making here I think the thrust of what he is saying is we understand everything everybody said <br /> and what we are trying to build into the program is flexibility so that we don't have to come back <br /> and see you not because we don't like you but more like we want to cut down on the number of <br /> agencies and things that we have to do to actually be successful and get the project done. But to <br /> be very clear the few hurdles that we have left are clearly in the County's control if you will. <br /> EXHIBIT A <br /> 23 <br />
