Call To Order The meeting was called to order by Chair Onizuka at 10:03 A.M., via WebEx (tele/video conferencing). The time now is 10:03 A.M. For everyone participating, please put your microphones on mute. We are conducting the meeting virtually via WebEx. Some of you have both audio and video. Some of us have just audio. We are recording the meeting so please remember a couple of things: 1) speak one at a time so that the recording remains clear; 2) if you want to speak, unmute your microphone, state your name, proceed with your statement/question, and when done speaking, mute your microphone. The October 1, 2020, minutes were circulated via email/regular mail on October 29, 2020. Call for a motion to approve the minutes. Public Statements on Agenda Items Onizuka: Due to the COVID-19 pandemic and the Governor's orders to stay at home and practice social distancing, the public was informed that public testimony may be submitted in writing by email or fax by noon of Wednesday, November 4, 2020. All written testimony, regardless of time of receipt, will be made a part of the permanent record for each application. We do have members of the public participating via teleconference today. The applicant mailed 4 out of 4 notices within 100 feet, 30 out of 30 notices within 500 feet, and zero notices to a condominium or cooperative property owner. Chiasson: No, sir. Onizuka: Can you briefly describe your business? Chiasson: We're in the location of the long-standing pizzeria that used to be Patz Pies at Papparoni's before that, now Black Rock Pizza; similar concept, just traditional pizza, serving beer and wine. I have an outdoor view deck and indoor standard restaurant. Onizuka: At this time, we'll have the Administrative Officer give a report of protests. Gonzalez: Mr. Chair, the applicant mailed 7 out of 7 notices within 100 feet, 42 out of 44 notices within 500 feet, and zero notices to condominium or cooperative property owners. There were 43 properties entitled to protest and we received 3 protests to this application via email from Tom Rosenbaum, for 3 TMKs. This was on Monday, November 2, 2020. The concerns for the protests were about loud late night activity involving alcohol or live music next door. Onizuka: Thank you. Do we have any public testimony on this application? Are you planning to have music on your patio? Chiasson: No, the reality is, maybe some light ambient music at times, and that's about it. There was discussion of potentially a solo artist at some point or something like that. We're not a late-night establishment, closing typically at 8:00 (P.M.), maybe 9:00 (P.M.) on Fridays and Saturdays; but, we're not intending to be any sort of dance club or anything like that. Onizuka: A Category 131 license application states that it's for recorded music and live entertainment. If you have live entertainment, (like) a solo artist, would that person be able to play inside of your... Chiasson: Absolutely, yes. Onizuka: Other than that, it'll be recorded music?
