Smith: Any other comments? I support Mr. Taniguchi's comments. I think it would be good to <br />have guidelines so that there's a rationale ... I understand that in the provisions on payment we <br />allow two-part payments so you could pay half by November 15, and half by January 15. It's <br />great that you're given that latitude. I spoke with the Director and he mentioned that sometimes <br />you make other accommodations. I think that's important, but there needs to be a rationale. <br />If Mr. Palomo had only paid half by November 25th, and he paid the balance by January 15tH <br />I think the penalty should be something different. I have no problem with what we're proposing <br />here, but I think it would be good to have some kind of nexus for how we make decisions so it's <br />not as arbitrary. What's interesting, Mr. Palomo, is that you went <br />through the process and I appreciate you coming here. You saw the previous situation that <br />we addressed, and what's good to keep in mind is that the Department works with all of you. <br />Whenever there's a question, by all means, call the Department and they'll be more than <br />willing to help you address the situation you have. People don't realize that the Department is <br />not an adversary.
