13-3. Vehicle Disposal Assistance Program. <br />(a) The Vehicle Disposal Assistance Program (VDAP) assists residents of Hawai'i <br />County with the disposal fee of junk vehicles based on available funding. <br />(b) A resident shall complete the department's Vehicle Disposal Assistance <br />Application and provide all requested documentation. Incomplete applications <br />or failure to provide requested documentation shall result in denial of <br />participation in the program. <br />13-4. Auction of Abandoned Vehicles. <br />(a) The department shall determine suitability of vehicles to be auctioned. <br />(b) All bidders shall complete a department bid form and shall have a valid <br />government issued identification. Any inaccurate or incomplete bid forms, as <br />determined by the department, shall be rejected. <br />(c) All bidders shall submit 25% of their total bid, rounded up to the nearest dollar <br />amount. All auction payments shall be made by cash, cashier's check, money <br />order, or other financial instrument approved by the department. <br />(d) All bids shall be delivered to the department in person, unless otherwise <br />specified by the department. <br />RULE 14 Relating to Polystyrene Foam Food Container and Food Service Ware Reduction <br />14-1. Purpose. To reduce the use of polystyrene foam food containers and food service <br />ware by food providers. This rule does not include the use of solid hard polystyrene by food <br />providers. <br />14-2. Prohibitions and Requirements. <br />(a) Unless exempt under section 14-3, food providers shall not provide food in <br />disposable food service ware that is made from polystyrene foam. <br />(b) All food providers using any disposable food service ware shall use a recyclable <br />or compostable product. <br />(c) All County facility users shall not use disposable food service ware that is made <br />from polystyrene foam and shall use a recyclable or compostable product for <br />disposable food service ware. <br />14-3.
