which is just off of the screen. There is a base yard in the northwest corner of the property; you <br /> can see a couple of structures there. And I believe that is generally the location of the future <br /> sewer treatment plant. <br /> And these are a few photos of the property and the University of Hawaii campus. So this photo <br /> on the top left was taken at the very end of Ane Keohokalole Highway; there is a cul-de-sac at <br /> the end of the road, and this view is looking southeast towards the university buildings. Then if <br /> you turn around, if you are standing in the cul-de-sac and turn around and look towards the <br /> Palamanui property, that would be what you see in the lower right-hand image. And, so the <br /> Road 3A Extension, or Ane Keohokalole Highway Extension, would take off in the general area <br /> where the orange cone is located and go directly north. <br /> The planning director's recommendations. So for rezone 05-10, this is for the Project District <br /> ordinance, the planning director generally agrees with the intent of all the applicant's requested <br /> amendments, deletions, and additions, and recommends the Leeward Planning Commission <br /> forward a favorable recommendation to the County Council to amend Ordinance number 09 132, <br /> with the modifications shown in the draft bill. And there are several modifications. Palamanui, <br /> as you know, was scheduled for hearing last month, and since then Palamanui and the Planning <br /> Department and Public Works have been working really closely together to try to find some <br /> agreement in the phasing and some of the improvements related to roadways. So the, my <br /> understanding is that the recommendation you have before you for both ordinances is agreeable <br /> to Palamanui, and I'm just going to, rather than go through every little change in each of the draft <br /> bills, I'm going to point out some of the significant things that the Planning Department is <br /> recommending. So the first one is to provide an emergency access road within the Road 2C <br /> right-of-way from Queen Ka`ahumanu Highway to Ane Keohokalole Highway prior to <br /> occupancy within Phase L And the reason for this is that throughout Phase I and 11 development <br /> all of the traffic from Palamanui will be going down Ane Keohokalole Highway to Ka`iminani <br /> Drive, and so the department wanted to have some type of emergency access road so that first <br /> responders can use the road, if they are coming to or from Queen Ka`ahumanu Highway directly <br /> up to the University Village through the Palamanui property. The second—and as I mentioned, <br /> Palamanui has already rough-graded this roadway, so they felt that this was not as significant <br /> burden or requirement to provide in Phase I. The second recommendation from the director <br /> would be to add a condition allowing for development of the business park in an earlier phase <br /> currently it's proposed in Phase IIIprovided, however, that the intersection at Queen <br /> Ka`ahumanu Highway and University Drive up to the Ane Keohokalole Highway is constructed <br /> prior to occupancy within the phase. And then the the main reason for that is that the CDP <br /> policies recommend providing connectivity when you have two developed areas, so once the <br /> business park starts to develop out, we are recommending that the connection of University <br /> Drive between the business park and the University Village be made. And then the last <br /> recommendation would be to add a 20-year construction completion deadline for full buildout of <br /> the project. And typically, when we have very large projects—as I mentioned before, this is a <br /> 700-plus-acre propertythe buildout timeline is consistent with a 20-year construction <br /> completion, and the Planning Department often recommends such a long term construction <br /> completion deadline for very large projects, such as some of our resorts that we've had <br /> developed. So those are the three recommendations that are significant to rezone 05-10. <br /> 14 <br /> EXHIBIT B <br />
