RULE NO. 6 <br />STANDING COMMITTEES <br />1. Standing Committees have a continuing existence. There shall be eight (8) Standing <br />Committees as follows: <br />(a) Committee on Finance <br />(b) Committee on Governmental Operations and External Affairs <br />(c)Committee on Communications, Reports, and Council Oversight <br />(d)Committee on Legislative Approvals and Acquisitions <br />(e) Policy Committee on Planning, Land Use, and Development <br />(f) Policy Committee on Health, Safety, and Well-being <br />(g) Policy Committee on Infrastructure and Assets <br />(h) Policy Committee on Climate Resilience and Regenerative Agriculture <br />2. The scope and responsibilities of the Standing Committees shall include, but not be limited <br />to, the following: <br />(a) Committee on Finance: <br />(1) Matters related to budget, capital improvement projects, supplemental <br />appropriations, improvement districts, non-land lease agreements, <br />appropriations, County bonds, taxes, intergovernmental revenues, grants, <br />licenses, fees, purchasing, district contingency relief funds, and personnel <br />transactions. <br />(2) Matters related to the establishment of the annual County operating and capital <br />budgets, including the setting of real property tax rates, tax policy and <br />exemptions, and financial audits. <br />(3) Matters related to reportsfrom the Department of Finance. <br />(b)Committee on Governmental Operations and External Affairs: <br />(1) Matters related to nominations and appointments. <br />(2) Matters related to County, State or Federal laws, the Office of the Prosecuting <br />Attorney, and legal matters, excluding those that require Council authorization. <br />(3) Matters related to amending the County Charter, Council Rules of Procedure <br />and Organization, and Chapters 1 (general provisions) and 2 (administration) of <br />the Hawai‘i County Code. <br />6-1 <br /> <br />
