Hawaii Police Commission <br />Regular Session Minutes <br />November 20, 2020 <br />Page 3 <br />applicants. Living here, they don't have any family support system, and they oftentimes <br />move make to the mainland. They have had officers who left for other government <br />agencies and want to come back. They have a 3 -year return policy. <br />They received new equipment in their Dispatch Center, and it now looks a lot better. <br />Commissioners were invited to visit the center. <br />Commissioner Quartararo stated that the Kona ball park at the old airport has seen a <br />lot of improvement. The homeless who camp out at night, pack up and leave in the <br />morning <br />Commissioner St. Ambrogio stated that this is her last meeting and thanked everyone. <br />Chief Ferreira thanked her for her role in the different volunteer organizations. <br />Deputy Corporation Counsel Masuda started that a new Corporation Counsel is coming <br />in, and this could be his last meeting. <br />Recess was called at 9:51 a.m. The meeting reconvened at 10:09 a.m. <br />CHAIR'S REPORT ON MATTERS OF INTEREST TO THE COMMISSION (None <br />EXECUTIVE SESSION (Closed to the public.) <br />Vice Chair Schutte motioned to meet in executive session to consider charges against <br />officers or employees of the police department where matters affecting privacy will be <br />involved, to work on the evaluation of the Police Chief, to consider sensitive matters <br />relating to public safety, and may consult with Corporation Counsel on questions and <br />issues pertaining to the commission's powers, duties, privileges, immunities, and liabilities <br />pursuant to HRS 92-5 (a) (2) (4) (6) and the Hawaii County Charter Section 13-20 (b). <br />Commissioner St. Ambrogio seconded, and it carried unanimously. Executive session <br />convened at 10:13 a.m. <br />Open session reconvened at 12:28 p.m. <br />ACTION ON EXECUTIVE SESSION MATTERS <br />Consideration and Investigation of Complaints <br />• Complaint HPC 20-23: Complainant alleged that an officer arrested her client at the <br />courthouse while court was in recess and should have done it after the trial had <br />concluded. Vice Chair Schutte motioned to refer the complaint to the Police Chief for <br />customer service and procedural concerns. Commissioner Brown seconded, and it <br />carried unanimously. <br />Complaint HPC 20-24: Complainant alleged that during a traffic stop, an officer was <br />discourteous, threatened her, and lied to his supervisor when she complained.
