Mayor's Fifth Supplementary Emergency Proclamation for COVID-19

WHEREAS, on April 1, 2020, the Mayor of the County of Hawaii issued the Third Supplementary Emergency Proclamation issuing further orders for response to COVID-19; and WHEREAS, the Governor of the State of Hawaii has issued 17 Emergency Proclamations related to the Covid-19 Emergency as of December 16, 2020; and WHEREAS, the Mayor of the County of Hawaii has issued four prior Emergency Proclamations, 14 Emergency Rules and five Amendments to those Rules related to COVID-19 as of December 17, 2020; and WHEREAS, the number of persons being infected by COVID-19 globally and in the United States, State of Hawaii and County of Hawaii continue at alarming rates; and WHEREAS, due to the possibility of imminent emergency or disaster due to bodily injury to residents of Hawaii Island, and the need for government agencies and representatives from the private sector to mobilize and provide financial and other immediate services to our island residents, a state of emergency is authorized pursuant to Chapter 127A Hawaii Revised Statutes, and Chapter 7, Hawaii County Code; and NOW, THEREFORE, I, MITCHELL D. ROTH, Mayor of the County of Hawaii, do hereby proclaim and declare that a state of emergency continues to exists due to the imminent danger or threat of emergency on Hawaii Island from the COVID-19 pandemic. This Fifth Supplementary Emergency Proclamation shall be effective immediately, continuing thereon until February 14, 2021 or until further act by this office.
