WHEREAS, on April 1, 2020,the Mayor of the County of Hawaii issued the Third <br /> Supplementary Emergency Proclamation issuing further orders for response to COVID-19; and <br /> WHEREAS,the Governor of the State of Hawaii has issued 17 Emergency <br /> Proclamations related to the Covid-19 Emergency as of December 16, 2020; and <br /> WHEREAS, the Mayor of the County of Hawaii has issued four prior Emergency <br /> Proclamations, 14 Emergency Rules and five Amendments to those Rules related to COVID-19 <br /> as of December 17, 2020; and <br /> WHEREAS, the number of persons being infected by COVID-19 globally and in the <br /> United States, State of Hawaii and County of Hawaii continue at alarming rates; and <br /> WHEREAS, due to the possibility of imminent emergency or disaster due to bodily <br /> injury to residents of Hawaii Island, and the need for government agencies and representatives <br /> from the private sector to mobilize and provide financial and other immediate services to our <br /> island residents, a state of emergency is authorized pursuant to Chapter 127A Hawaii Revised <br /> Statutes, and Chapter 7, Hawaii County Code; and <br /> NOW, THEREFORE, I, MITCHELL D. ROTH, Mayor of the County of Hawaii, do <br /> hereby proclaim and declare that a state of emergency continues to exists due to the imminent <br /> danger or threat of emergency on Hawaii Island from the COVID-19 pandemic. <br /> This Fifth Supplementary Emergency Proclamation shall be effective immediately, <br /> continuing thereon until February 14, 2021 or until further act by this office. <br /> IN WITNESS WHEREOF, I have hereunto set my hand and caused the Seal of the <br /> County of Hawaii to be affixed.
