Section 4-2.Organization. <br />The activities under the direction and supervision ofthe mayor shall be distributed among <br />such agencies established by this charter or as may be established by ordinance of the county <br />council. New functions may be assigned by the mayor to existing agencies. <br /> <br />Section 4-3. Appointment by Mayor. <br /> Each agency shall be administered by an officer appointed by the mayor, except as <br />otherwise provided by this charter. <br /> <br />Section 4-4. Advisory Commissions. <br /> The mayor may appoint advisory commissions. Members of such advisory commissions <br />shall serve for a period of time not to exceed, or exist beyond, the term of office of the mayor, <br />except as otherwise provided by this charter. The members of advisory commissions shall not <br />receive compensation; however their authorized expenses shall be paid from funds of the agency <br />affected by the commission. Advisory commissions shall have no employees, but the mayor <br />shall cause the employees of the agency concerned to furnish such services as may be needed by <br />the commissions. <br /> <br />Section 4-5. Powers and Duties of Agency Heads. <br /> Subject to the provisions of this charter, the administrative heads of each agency or <br />executive agency of the county shall have the power to: <br />(a) Appoint and remove a deputy or assistant and a private secretary and such <br />positions shall be exempt from civil service laws and classifications. No such <br />appointment shall be made unless the positions have been created and <br />appropriations therefor have been made by the council. <br />(b) Appoint necessary staff for which appropriations have been made by the council. <br />(c) Take all personnel actions including the assignment or reassignment of duties to <br />employees within the salary ordinance; provided, that if such assignment or <br />reassignment of duties shall affect the compensation of the employees, written <br />approval must first be obtained from the mayor and a report thereon must be <br />submitted to the council within thirty days. <br />(d) Supervise the performance of duties by all employees. <br />(e) Except as otherwise provided by this charter and subject to the approval of the <br />mayor, prescribe such rules as are necessary for the organization and internal <br />administration of the agency. <br />(f) Perform such duties as are prescribed by this charter and such other duties as may <br />be assigned by the mayor and managing director. <br />(2000, Prop. 2, sec. 4; 2010, Prop. 7, sec. 8.) <br />10 <br /> <br />
