Each commission shall: <br />(a)Prepare and submit to the mayor a request for an appropriation for the operation <br />of the commission. <br />(b) Study and investigate the organizations and methods of operations of all <br />departments, commissions, boards, offices and other instrumentalities of all <br />branches of the county government and determine what changes, if any, may be <br />desirable to accomplish the policy set forth herein. <br />(c) Be authorized to secure directly from any department, commission, board, office <br />or any other instrumentalities of all branches of the county government or from <br />any individual officer or employee of the county, information, suggestions, <br />estimates, and statistics necessary to carryout its duties. <br />(d) Submit a report of its findings and recommendations to the mayor, managing <br />director and council not later than eleven months after its appointment. <br />(2000, Prop. 11, sec. 1; 2010, Prop. 7, sec. 11 and Prop. 9, sec. 3; 2020, Prop. 1, sec. 4.) <br />Section 5-2.3. Term of Commission. <br />The commission members shall be appointed to terms starting one year after the <br />beginning of the term of the mayor, and lasting eleven months. <br />(2000, Prop. 11, sec. 1; 2010, Prop. 9, sec. 3.) <br />CHAPTER 3 <br />YOUTH COMMISSION <br />Section 5-3.1. Declaration of Policy. <br />It is declared to be the policy of the county to promote the development of future leaders <br />through increasing civic engagement and volunteer service of youth, and ensuring young people <br />are provided with opportunities for their ideas and perspectives to be integrated into local <br />government on a regular basis. <br />(2022, Ord. No. 22-86, sec. 1.) <br />Section 5-3.2. Youth Commission. <br />For the purpose of carrying out the policy set forth herein, a youth commission is <br />established to express the policy priorities of the youth of the county. The mayor shall designate <br />a secretary for the commission, who shall provide the primary administrative and clerical support <br />to its members. The office of management shall provide adequate training and resources to fulfill <br />the purpose, duties, and responsibilities of the commission. <br />(2022, Ord. No. 22-86, sec. 1.) <br />Section 5-3.3. Duties and Functions of the Youth Commission. <br />The youth commission shall: <br />(a) Identify the aspirations, needs, and concerns of the youth of the county. <br />(b) Examine and devise strategies that support or improve existing social, economic, <br />educational, health, and recreational programs for youth, or develop new <br />programs and submit such recommendations thereon to the council and mayor for <br />consideration and action. <br />13 <br /> <br />
