Here's a location map. Most of us know where this is but is just north of Honomu and makai of <br /> Akaka Falls State Park. As you can see it's kind of between Hakalau and Pepe`ekeo. The inset <br /> map kind of shows that the park right along Kolekole Stream. <br /> The Applicant in this case the County Parks and Recreation is requesting a number of things at <br /> the park. I'll go through them. Converting the existing restrooms into single occupant <br /> accessible restrooms and upgrading the existing associated septic system. Providing a new <br /> accessible comfort station with septic systems. Building one (1) new pavilion, demolishing one <br /> (1)pavilion, and repairing the remaining pavilions. Providing drainage improvements to divert <br /> shower runoff from the stream. Replacing the shower and picnic tables with accessible facilities. <br /> Removing non-native vegetation. Repaving and improving the stability and integrity of the <br /> driveway and parking area. Developing an on-site potable water system and fire protection <br /> water system. Some landscaping improvements and other work including remediation of lead <br /> contaminated soils and some asbestos or lead removal from the existing structures. <br /> Now,just to give the Commission a little bit of background the lead remediation project is <br /> ongoing and required soil removal and that is been coordinated through Department of <br /> Transportation (DOT) and Department of Health and Department of Land and Natural Resources <br /> (DLNR). I think if there is more specific questions about the lead remediation project and those <br /> details the Applicant is here and could address that. But today this SMA is really for the site <br /> improvements it does include soil remediation from the park itself and then the asbestos and lead <br /> removal from the existing structures that's typical for old structures. So, the idea and the intent <br /> of this project is to one clean up this area make it safe for the public two improve access to the <br /> site, to the park as this is a very heavily used park. It's been in existence since 1938 so, it's been <br /> around for a while and the community relies on this and at the same time the Hakalau Park is <br /> also closed in this area. <br /> So, getting this up and running getting it accessible for the public for those with disabilities and <br /> at the same time making it safe is really the goal of this project. Here is the County zoning you <br /> see that it's about a little bit of A-20a, Agricultural 20-acre and then there is a section of Open. <br /> So, the surrounding areas you see are all A-20a or A-l0a with some small residential <br /> development up north of the site. The State Land Use this entire site is within the State Land <br /> Use Conservation District. So, the Applicant has been working with Office of Conservation and <br /> Coastal Lands (OCCL) and DLNR to accommodate these uses on Conservation District zoned <br /> lands. The Land Use Pattern Allocation Guide (LUPAG) has this entire area pretty much the <br /> riparian buffer in the Conservation District south and kind of around that is some important <br /> agricultural lands open along the coast and then low-density urban north of the site. <br /> Here's an aerial photograph of the park you could see Old Mamalahoa Highway that comes off <br /> of the Belt Road is the access and there's a driveway that heads in right into the park itself. So, <br /> they will be doing some improvements again safety improvements improving access and some of <br /> the roadway improvements. Here's coming into the park so down that driveway and this is what <br /> you see as you enter the park. You can see some of the pavilions, the restrooms, the bridge and <br /> the bridge is where most of the problems from lead contamination came from. It was found that <br /> the paint and materials used to construct the bridge sloughed off into the ground below, in the <br /> EXHIBIT B <br /> 2 <br />
