• $13.4 million of the unspent appropriations is related to salaries and wages and the various <br />countywide expenditure accounts relating to salaries and wages. The variance is due <br />primarily to unfilled vacancies and continued efforts by each department to control payroll <br />costs during the budget year due to the tough economic conditions facing the County. The <br />following functions are responsible for the majority of the variance: public safety ($8.3 <br />million) and general government ($3.4 million). <br />• $7.2 million is due to lower than anticipated payments needing to be made in retirement <br />related payments. With each department increasing of sorts to control costs, overtime was <br />also closely monitored and the corresponding pension expenditures were not incurred. <br />• $2.8 million is due to the fact that the increase in health premiums for employees were lower <br />than originally anticipated. <br />CAPITAL ASSET AND DEBT ADMINISTRATION <br />Capital assets. The County's investment in capital assets for its governmental and business -type <br />activities as of June 30, 2020 amounts to $1.4 billion (net of accumulated depreciation). This <br />investment in capital assets includes land and improvements, buildings and improvements, <br />equipment, easements, and infrastructure assets, which consists of primarily roads and bridges. <br />The total increase in the County's investment in capital assets for the current fiscal year was 2 <br />percent. <br />Major capital asset events during the current fiscal year included the following: <br />• Construction continued on the Kalaniana`ole Avenue Reconstruction; construction in <br />progress as of the end of the current fiscal year had reached $6.1 million with $2.6 million <br />coming from the current fiscal year. <br />• Construction continued on the Mamalahoa Highway Widening; construction in progress as of <br />the end of the current fiscal year had reached $13.9 million with $5.9 million coming from <br />the current fiscal year. <br />• Construction continued on the Office of the Prosecuting Attorney; construction in progress as <br />of the end of the current fiscal year had reached $14.5 million with $7.4 million coming from <br />the current fiscal year. <br />• Construction continued on the Hawaii County Radio System Upgrade project; construction <br />in progress as of the current fiscal year had reached $12.9 million with $0.8 million coming <br />from the current fiscal year. <br />• Construction continued on the Hawaiian Ocean View Estates Transfer Station; constructions <br />in progress as of the end of the current fiscal year had reached $2.1 million with $1.9 million <br />coming from the current fiscal year; project was transferred to Buildings. <br />• Construction continued on the Kealakehe Wastewater Treatment Plant R -I Upgrade project; <br />construction in progress as of the end of the current fiscal year had reached $6.9 million, with <br />$2.4 million coming from the current fiscal year. <br />• Construction continued on the Lono Kona Subdivision Sewer Improvements project; <br />construction in progress as of the end of the current fiscal year had reached $8.4 million with <br />$7.1 million coming from the current fiscal year; project was transferred to Buildings. <br />• $20.7 million of dedicated roads were received by the County in the current fiscal year. <br />-22- <br />
