REPLOGLE: Yes, ma'am. <br /> ANDREWS: Okay, the application is for the County of Hawaii Department of Public Works, <br /> Building Division and this is an application to amend the Special Permit Number 09-84. Okay, <br /> so the location is in the South Hilo District and you can see on this screen the site, the TMK is <br /> outlined in red it's just mauka of Downtown Hilo. The Applicant is requesting a five (5) time <br /> extension to comply with Condition Number 5 which is time to complete construction and also a <br /> project scope reduction of the Special Permit Number 09-84. The Special Permit was originally <br /> issued in 2009 to allow the construction of a Fire Administrative Support Complex, a Fire and <br /> Police Dispatch Center and related uses. The Applicant has proposed downsizing the project to <br /> include the Dispatch Center, Site Infrastructure, the Radio Tower, Dormitory and Parking. <br /> On the Zoning Map you can see the parcel outlined in red and it is zoned Ag-la, one (1) acre and <br /> nearby zoning is RS-10, Multi-Family RM-Four (4) and Three (3) that is the Senior Housing just <br /> makai of the property and there's a Project District in light purple and University in dark purple <br /> also, RS-7.5 zoning. State Land Use Boundary Map is designated Agriculture for this parcel just <br /> adjacent to the parcel is Urban State Land Use in pink there and the parcel is designated as <br /> Medium-Density Urban in the General Plan Land Use Pattern Allocation Guide (LUPAG) map <br /> nearby is University Use in the dark blue as well as Low Density Urban nearby as well as Rural <br /> designation. These two (2) site plans show the original site plan which was proposed with the <br /> original Special permit on the left there and then on the right you see the newly proposed revised <br /> site plan. You can see that the Emergency Call Center which is the Dispatch Center is still in the <br /> same location. The tower has moved from the rear of that Call Center to the front of the Call <br /> Center closer to Mohouli Street. There is also a parking area that has downsized and shifted just <br /> makai of the Emergency Call Center, but this allows you to see the comparison of the proposed <br /> versus the revised site plan. <br /> An aerial photograph shows the Mohouli Senior Living just makai of the property and the <br /> property is currently undeveloped. On the left is a view of Mohouli Street facing east showing <br /> the entry drive that would be used to access the property and on the right showing the view <br /> facing west on Mohouli Street showing the right-hand turn into the access drive. The next slide <br /> shows the subject parcel is currently underdeveloped, vegetated, and this would be the view from <br /> Mohouli Street. The Planning Director is recommendation is approval with conditions. I can <br /> take any questions at this time. <br /> REPLOGLE: Thank you Jessica. Any questions from the Commissioners? Mr. Clarkson? <br /> CLARKSON: Yes, I'm wondering why for a project like a rezone application wouldn't be more <br /> appropriate would not have any time limits, wouldn't have had to be doing this if it didn't <br /> rezoned originally. I'm just curious as to why a Use permit was applied rather than a Rezone. <br /> ANDREWS: Yeah, well originally in 2009 it was the Special permit and I don't know if the <br /> Applicants ever considered a Rezone we could ask them about that question but, at this time we <br /> are just considering the time extension for the Special permit since they are in State Land Use <br /> Agricultural. <br /> 2 <br /> EXHIBIT B <br />
