COUNTY OF HAWAI`I <br /> PROCLAMATION ` <br /> WHEREAS, the life and health of Hawai'i County's residents <br /> are our utmost priority; and <br /> WHEREAS, Vision Zero is the concept that there is no <br /> acceptable number of traffic deaths and serious injuries on Y <br /> our roadways; and <br /> .y <br /> WHEREAS, people walking and bicycling, who are often <br /> children or elderly, represent a disproportionate number of <br /> injuries and fatalities; and <br /> t. <br /> WHEREAS, the likelihood of pedestrians surviving a crash <br /> are 15% if hit by a vehicle moving 40 mph; and <br /> WHEREAS, the County of Hawaii continues to invest in <br /> Complete Streets and Safe Routes to Schools to encourage <br /> safe and active transportation in support of healthier <br /> communities; and <br /> NOW, THEREFORE, I, HARRY KIM, Mayor of the County <br /> of Hawai'i, have the distinct honor of proclaiming that the <br /> County of Hawai'i adopts the goal of: <br /> VISION ZERO: ELIMINATE TRAFFIC DEATHS <br /> ON HAWAII ISLAND <br /> BE IT FURTHER RESOLVED that a Vision Zero Safety <br /> Task Force will be formed to advise the Mayor's Office and <br /> County Council on the development and implementation of <br /> a Vision Zero Safety Action Plan; and shall be comprised of <br /> agencies and organizations with expertise in transportation, <br /> enforcement, education, public health, emergency <br /> response, equity, transit, biking, walking, and vehicles. <br /> IN WITNESS WHEREOF, I have hereunto set my hand and <br /> caused the seal of the County of Hawai'i to be affixed <br /> hereto. <br /> DONE at Hilo, Hawai'i, Hawaii <br /> On this 1 st day of February, 2019 e "' <br /> HARRY KIM <br /> Mayor, County of Hawaii <br />
