C ONSTRUCTION A DMINISTRATIVE C ODE§ 5-1-5
<br />“Responsible party” means, at a minimum, the owner of a building, structure,
<br />portion thereof, or installation. “Responsible parties” may also include, but shall not be
<br />limited to any lessee or tenant of the building, structure, or portion thereof, and the
<br />owner of the property where the building, structure, or portion thereof, or installation is
<br />located.
<br />“Special inspection” means an inspection of the materials, installation, fabrication,
<br />erection or placement of components and connections requiring special expertise to
<br />ensure compliance with approved construction documents and referenced standards.
<br />“Structure” means that which is built or constructed.

<br />Section 5-1-6. Licenses.
<br />When this construction administrative code or any of the construction codes require
<br />that a person be licensed pursuant to chapters 444, 448E, or 464, of the Hawai‘i Revised
<br />Statutes, such license must be valid in the State of Hawai‘i, unexpired, and unrevoked.

<br />Section 5-1-7. Computation of time.
<br />In computing any period of time prescribed or allowed by the construction
<br />administrative code, or by any applicable law or rule, the day of the act, event, or
<br />default after which the designated period of time begins to run shall not be included.
<br />The last day of the period so computed shall be included unless it is a Saturday,
<br />Sunday, or holiday, in which event the period runs until the end of the next day that is
<br />not a Saturday, Sunday, or holiday. When the period of time prescribed or allowed is
<br />less than seven consecutive days, intermediate Saturdays, Sundays, and holidays shall
<br />be excluded in the computation. As used in the construction administrative code,
<br />“holiday” includes any day designated as such pursuant to section 8-1, Hawai‘i Revised
<br />Statutes.

<br />Section 5-1-8. Additional time after service by mail.
<br />Whenever a party has the right or is required to do some act or take some
<br />proceedings within a prescribed period after the service of a notice or other paper upon
<br />the party, if the notice or paper is served upon the party by mail, two days shall be
<br />added to the prescribed period. This period shall begin as of the date of mailing.

<br />Article 2. Administration.
<br />Division 1. General.
<br />Section 5-2-1. Department having jurisdiction.
<br />Unless otherwise provided for by law, the director of public works, in the director’s
<br />capacity as the authority having jurisdiction, shall have jurisdiction over and
<br />administer all matters covered by the construction code.
