§ 5E-2-1 H AWAI‘I C OUNTY C ODE <br />Exception: Any building, electrical, or plumbing work that is not <br />required to be prepared, designed, approved, or observed by a licensed <br />professional architect or engineer pursuant to chapter 464, Hawai‘i <br />Revised Statutes, shall be certified by the owner.” <br />(29) Subsections R103.3.2 and R103.3.3 of the International Energy Conservation <br />Code are deleted in their entirety. <br />(30) Subsection R202 of the International Energy Conservation Code is amended <br />by adding the following new definitions to be appropriately inserted and to <br />read as follows: <br />“CODE OFFICIAL. The director of the department of public works of <br />the County of Hawai‘i, the director’s authorized representative, or <br />other designated authority charged with the administration and <br />enforcement of this code.” <br />“COOL ROOF. A cool roof is a roofing system that can deliver high <br />solar reflectance, and high thermal emittance as specified in table <br />C402.3.” <br />“HABITABLE SPACE. A space in a building for living, sleeping, <br />eating or cooking. Bathrooms, toilet rooms, closets, halls, storage or <br />utility spaces, garages or carports, and similar areas are not <br />considered habitable spaces.” <br />“OCCUPIABLE SPACE. A room or enclosed space designed for <br />human occupancy in which individuals congregate for amusement, <br />educational or similar purposes or in which occupants are engaged at <br />labor, and which is equipped with means of egress and light and <br />ventilation facilities meeting the requirements of this code.” <br />“UNCONDITIONED FLOOR AREA. The horizontal projection of the <br />floors associated with the unconditioned space.” <br />“UNCONDITIONED SPACE. An area, room or space that is enclosed <br />within the building thermal envelope and is not directly nor indirectly <br />heated or cooled.” <br />(31) Subsection R401.2 of the International Energy Conservation Code is amended <br />to read as follows: <br />“R401.2 Compliance. Projects shall comply with one of the following: <br />1. Sections R401.3 through R404. <br />2.
