G ENERAL W ELFARE § 14-4
<br />Section 14-4. Permit conditions.
<br />(a) Permits shall be subject to all applicable laws and ordinances and to the following
<br />conditions which shall be set forth in the permit:
<br />(1) No person who is intoxicated shall be permitted to be or remain upon the
<br />premises.
<br />(2) No person shall intentionally destroy, damage or injure any property.
<br />(3) No person shall dispose of any refuse, except in receptacles placed on the
<br />premises for that purpose.
<br />(4) The responsible person shall be present at all times.

<br />Section 14-5. Interpretation of article.
<br />The provisions of this article shall not be construed to permit a person to sell
<br />intoxicating liquor by obtaining a special license or otherwise.

<br />Section 14-6. Penalty.
<br />A violation of this article shall constitute a petty misdemeanor. Any person
<br />violating any provision of this article shall be guilty of a petty misdemeanor, and upon
<br />conviction thereof, shall be punishable by a term of imprisonment of not more than
<br />thirty days, a fine not to exceed $1,000, or both.

<br />Article 2. Firearms and Explosives.
<br />Section 14-7. Definitions.
<br />(a) As used in this article, unless the context clearly requires otherwise:
<br />(1) “Agency” means organizations, public and private, whose operations are
<br />determined by the chief of police to require the use of one or more of the
<br />devices enumerated in section 14-9 to accomplish a proper purpose.
<br />(2) “Chief of police” means the chief of police of the County or the chief’s
<br />authorized subordinate.
<br />(3) “Devices” means a shell, cartridge, bomb, gun, or aerosol capable of emitting
<br />an obnoxious substance in gas, vapor, liquid, or solid form.
<br />(4) “Employee” means all officers, agents, and employees of an agency whether or
<br />not such officer, agent, or employee has been issued a permit.
<br />(5) “Gun” means revolvers, pistols, rifles, fountain pen guns, riot guns, shot guns,
<br />and cannons, portable or fixed, except those regularly manufactured, and used
<br />with firearm ammunition.
<br />(6) “Obnoxious substance” means a substance enumerated in section 14-8 or its
<br />derivative.
<br />(7) “Shell, cartridge, or bomb” means a shell, cartridge, or bomb capable of being
<br />discharged or exploded by the use of a percussion cap, fuse, electricity, or other
<br />means to cause or permit the release or emission of an obnoxious substance.
