MELLON-LACEY: Yes. <br />KOSSOW: And then we'll have a public hearing, and anybody that wanted to testify on <br />it, and then the next meeting, that's when the amendments would be adopted. Is that <br />correct? <br />MELLON-LACEY: Correct. <br />LOPEZ: Okay, thank you. That answers my question, but then begs the question, how <br />does this happen? Is our Secretary to do this? Do motion sponsors need to provide the <br />language? What's the mechanism here? <br />MELLON-LACEY: Okay, so the mechanism would be that the Abstention section <br />would be shown as lined out and then the move to include the concept of kanalua, we <br />would need specific language for that. <br />LOPEZ: Okay, where does that come from? Is this a charge of the Secretary? Do we <br />have a legislative support staff who does this? <br />MELLON-LACEY: No, this group would need to develop the language that they want it <br />to read like. <br />LUL Mr. Lopez, if you could suggest language, we could take a look at it right now. <br />The way you described it was fine. <br />LOPEZ: Okay, then I'll be —who do I submit that to? <br />KOSSOW: Me. <br />LOPEZ: The Chair. Thank you. <br />MELLON-LACEY: And from that, if it gets to the Secretary, then the Secretary can <br />make the changes and post those rules online, prior to the meeting. <br />KOSSOW: Okay, so now we wanted to remove —there's a motion on the table that's <br />current to remove 5.C.6.C., excuse me. Any further discussion? (No response.) Are <br />there any objections? <br />HUSTACE: Yes. <br />KOSSOW: One objection, and so it's 6 ayes, 1 no. Motion passes. Is there any other <br />amendments that we wish to push forward into the Rules? (No response.) Alright, we <br />will move forward to the Overview of redistricting program and timeline for receiving <br />data from the Census Bureau, and there's a presentation for that. <br />1[1 <br />
