Well, you know, I guess if that's the Commission's position, <br />we could do that, but then we can't really —we can only do then, training because we <br />can't really —we don't really have awe don't have a leadership or the ability to adopt <br />the rules and all these things. So, it's... <br />YOSHINA: Well, I, you know, I think that for me, I would be more comfortable to wait <br />for the 2 additional people so that we have a fully constituted Commission. <br />LOPEZ: Steve, here. <br />MELLON-LACEY: Yes. <br />LOPEZ: Sending opinion. We're here. The agenda is set. We have business to conduct, <br />and as you so aptly said, we need to move on. We do have a quorum. So, the facts are <br />that. We have 2 that either notable to attend or cannot vote or whatever. Certainly, we'll <br />welcome them with open arms but we cannot hold up the progress of the Commission <br />Board.
