MELLON-LACEY: So that's 4 ayes and 3 noes. And, we have 2 non -voters, so by my <br />determination, Mr. Kossow is Chair. Okay. <br />YOSHINA: Diana, who are the non -voters? <br />MELLON-LACEY: The non -voters are, Ms. Bath has not taken her oath so she's just <br />participating as an observer today, and we have the newly appointed, I'm so bad with <br />names, I'm so sorry. <br />LUL Breeani? <br />MELLON-LACEY: Yes. Breeani Sumera-Lee, but she has not been confirmed. <br />YOSHINA: Just a point of clarification. <br />MELLON-LACEY: I'm sorry? <br />YOSHINA: Point of clarification. <br />MELLON-LACEY: Yes, sir. <br />YOSHINA: Shouldn't we wait for those 2 other people to be on before we took a vote? <br />You have to constitute the entire Commission, right? <br />MELLON-LACEY: Yes. Well, you know, I guess if that's the Commission's position, <br />we could do that, but then we can't really —we can only do then, training because we <br />can't really —we don't really have awe don't have a leadership or the ability to adopt <br />the rules and all these things. So, it's... <br />YOSHINA: Well, I, you know, I think that for me, I would be more comfortable to wait <br />for the 2 additional people so that we have a fully constituted Commission. <br />LOPEZ: Steve, here. <br />MELLON-LACEY: Yes. <br />LOPEZ: Sending opinion. We're here. The agenda is set. We have business to conduct, <br />and as you so aptly said, we need to move on. We do have a quorum. So, the facts are <br />that. We have 2 that either notable to attend or cannot vote or whatever. Certainly, we'll <br />welcome them with open arms but we cannot hold up the progress of the Commission <br />Board. We're going to be under a strict timeline anyway, to proceed so I figure I would <br />just send an opinion. <br />MELLON-LACEY: Okay, Mr. Yoshina, are you making a motion to delay the voting? <br />N <br />
