Introductions <br />The Public Housing Authority (PHA) Plan process was established by the United States <br />Housing Act of 1937 (42 U.S.C. 1437 et seq), Section 5A. Section 511 of the Quality <br />Housing and Work Responsibility Act of 1998 (QHWRA), Pub. L. 105-276, created the <br />requirement for submission of 5 -Year and Annual PHA Plans by all PHA's administering <br />the Public Housing and/or Housing Choice Voucher (HCV) programs. The PHA Plan is <br />a guide to PHA policies, programs, operations, and strategies for meeting local housing <br />needs and goals. There are two parts to the PHA Plan: the 5 -Year Plan, which each <br />PHA submits to the U.S. Department of Housing and Urban Development (HUD) once <br />every 5th PHA fiscal year and the Annual Plan, which is submitted to HUD every year by <br />non-qualified agencies. <br />The Fiscal Year 2021 Annual PHA Plan includes the Agency's mission and the <br />Agency's long-range goals and objectives for achieving its mission over a five-year <br />period. <br />The PHA policies, rules and requirements concerning the PHA's operations, programs <br />and services are included in the PHA Plan. The Plan also includes statements of <br />compliance with Civil Rights Rules and Regulations and Fair Housing Rules. <br />The proposed Annual Plan will be presented to the Resident Advisory Board (RAB) via <br />email and individual meetings for recommendations and comments. <br />The public commenting period is from February 5, 2021 to March 22, 2021. The <br />finalized Annual Plan is then submitted to HUD by April 16, 2021. <br />
