WINDWARD PLANNING COMMISSION <br /> COUNTY OF HAWAII <br /> HEARING TRANSCRIPT <br /> JUNE 3, 2021 <br /> A regularly advertised hearing on the application of AT&T MOBILITY (USE 21-000087) was <br /> called to order at 9:11 a.m. via live-stream online meeting, with Chairman John Replogle presiding. <br /> COMMISSIONERS IN ATTENDANCE: Dean Au, Gilbert Aguinaldo, Joseph Clarkson, <br /> Michelle Galimba, Dennis Lin, and John Replogle. <br /> ABSENT AND EXCUSED: Thomas Raffipiy. <br /> ALSO IN ATTENDANCE: Malia Hall, Esq. (Counsel for the Commission), Zendo Kern, <br /> (Planning Director), Jean Campbell, Esq. (Counsel for the Planning Director), Tracie Lee Camero <br /> (Planner), Maija Jackson (Temporary Assignment Program Manager), and Melissa Dacayanan- <br /> Salvador (Windward Planning Commission Secretary). <br /> APPLICANT: AT&T MOBILITY (USE 21-000087) <br /> Application for a Use Permit to allow the construction a non-manned telecommunication facility <br /> consisting of a 105-foot tall, stealth "monopine"tower with related equipment within a 616- <br /> square foot portion of a 6.875-acre property situated in the County's Agricultural-40 acre <br /> (A-40a) zoning district. The subject property, which is the site of Girl Scout's "Camp <br /> Kilohana", is situated approximately 122 feet south of the 44-mile marker on Saddle Road <br /> (Route 200) and directly adjacent to the north of Mauna Kea State Park, Por. Kaohe & P5'auhau, <br /> Hamakua, Hawaii, TMK: (3) 4-4-015: portion of 005. <br /> Secretary's Note: "—" indicates that there were technical and/or internet difficulties, which made <br /> the conversation inaudible. <br /> REPLOGLE: Applicant AT&T Mobility, USE twenty-one dash zero, zero, zero, eight, seven <br /> (21-000087). Application for a Use Permit to allow the construction of a non-manned <br /> telecommunication facility consisting of a hundred-five (105) foot tall stealth "monopine"tower <br /> with related equipment within a six hundred sixteen (616) square foot portion of a six point eight <br /> seven five (6.875) acre property situated in the County's Agricultural-forty (40) acre (A-40a) <br /> zoning district. The subject property, which is the site of the Girl Scout's Camp, Girl Scout's <br /> "Camp Kilohana", is situated approximately one hundred twenty-two (122) feet south of the <br /> forty-five (45) [sic. should be forty-four(44)] mile marker on Saddle Road, Route two hundred <br /> (200) and directly adjacent to the north of Mauna Kea State Park, Por. Ka`ohe &P5'auhau, <br /> Hamakua, Hawaii, Tax Map Key (TMK)three four dash four zero one five portion of zero zero <br /> five (3) 4-4-015:portion of 005.
