Response: At the present time, DEM intends to manage WWD’s recycling <br />program. <br />c. <br />Response: At present there is no negotiations on-going. DEM has discussed <br />with EPA the new site condition information received after the Environmental <br />Assessment (EA)/FONSI was completed (for Pahala LCC) has driven the <br />construction cost of the aerated lagoon second treatment plant much higher <br />than what was estimated in the Preliminary Engineering Report. EPA does <br />not know if the switch to a different secondary treatment plant will necessitate <br />requiring a supplemental EA. Given that EPA did not grant DEM an <br />extension because of these new site condition information, DEM is pursuing a <br />Design/Build approach to meet the April 2023 LCC closure deadline. <br /> <br />d. Residential fee credit issue discussed at RAWEEMC 6/15/21 <br /> <br />Response: In addition to the primary discussion regarding the rate increase <br />which is scheduled to take effect on July 1, 2021, the Council asked questions <br />regarding the removal of the “Residential Credit” that was previously in <br />Chapter 20 of the Code. The discussion before Council revolved around the <br />possibility of the Credit being reinstated in some form. Council requested that <br />the Department return to discuss options for possible replacement programs. <br /> <br />e. Impacts of Council approved Budget 2021-22 for DEM, including life cycle <br />assessment contract and funding a contractor to look into wastewater funding <br />alternatives. <br />Response: The consultant contract for the Life Cycle Analysis is complete. <br />SWD is able to utilize FY20-21 funds for the project. <br />f. Ideas for using the newly authorized County transient accommodations tax <br />(Part III, Act 1, Special Session 2021), if enacted by County ordinance, to <br />support sustainability or other program needs. (Adams) <br />g. Request for discussion regarding greenwaste diversion program policies and <br /> <br />Top 2019 ISWMP recommendations – Status update <br />1. Conduct education, outreach, and DEM leadership participated in the “Revitalize <br />public awareness Puna” community event on June 9 to address <br />questions relating to solid waste, wastewater, <br />and recycling issues important to the Puna <br />district. <br />2 <br /> <br /> <br />
