That people can still fish at the pier, I mean really fish, <br />not camp out, not be homeless, but actual fishing at the pier <br />because this is our food resources, for our Island people. We <br />live in the middle of the Pacific Ocean, it has been tradition and <br />generational and the Pier is part of our social life, here in Kailua- <br />Kona, West Hawaii. I really hate to see the pier closed, totally, <br />because if we are held back from what is our tradition, I don't <br />feel that it is justice to the rest of the population that is affected <br />by some people disrespecting the place. And if you would like <br />to meet, I would really love to meet with you, Jerome <br />Jerome: I serve the people of Hawaii Island, so Teresa it would be my <br />pleasure to meet with you and to meet with other individuals <br />that have concern about the proposed closure. Just addressing <br />some points that you made, DLNR takes opinion with respect to <br />Traditional practices with great weight because it is the law in <br />Hawai'i and I'm familiar with it. I received two comments from <br />residences about Traditional Practices, taking their Kupuna, <br />going onto the pier and having done that for years. I absolutely <br />hear you, with respect to that there are some individuals that <br />are denying the residences, this Historic resource. We are not <br />proposing a full time closure, to the extent that a decision is <br />made with respect to the closure it would be temporary. I <br />initially and I will let you speak, to your question of permitting. <br />I went to senior management in DLNR, and said, "We could <br />permit," and the short answer is we don't have the resources to <br />open a permitting process with respect to the pier. And the <br />reason why one of the main drivers, of this proposed closure is <br />law enforcement. It is both DOCARE and it is Hawaii County. I <br />met with the assistant Chief at Kona and the short answer is, "if <br />the pier is closed and when, we know exactly who can be on it <br />4 <br />
