separate because you have a much more complex chain of command. More moving parts.
Collecting fees at over-the-counter sales is a straightforward thing, it goes to a dedicated fund
that is used for nothing else, and it avoids tampering from afar.
Commissioner Cardwell asked isn’t that what the HI-5 program is already doing, and the money
is still being taken?

Commissioner Olson said the difference is HI-5 is a state matter.

Chair Adams said maybe that would be something for Commissioner Olson and maybe
Commissioner Robinson to look into: How can we establish a tax on goods brought to this
island when I buy everything on Amazon?

Commissioner Olson cautioned about using the word “tax.” It’s a fee with a dedicated purpose.

As far as how it would work on orders made outside the County, that is an issue we are going to
have to figure out, Commissioner Olson said. It keeps getting pushed back and the sign has been up for at least two
months.

Mr. Hayducsko said he was unable to answer the question, he could say the Hawai‘i Wildlife
nets. They were told to request that HWF remove the nets to prepare for construction. That
indicates it is happening sooner rather than later. They took a huge load of those nets out last
weekend and there is about half of it left. They are going to be coming back this weekend to get
the remainder of them. It is a great, successful program. He is not sure about the timing of
construction but it is getting closer because we have to remove those nets.

Commissioner McIntosh asked about whether a decision has been made to keep the transfer
station open.

Director Mansour said those are still being looked at for options. For now it will stay open until
the Department decides what it is going to do. We are going to meet in-house to make sure
that service continues. If it closes people will need to go to other transfer stations during the
construction. But that will be worked out and people will be notified via signage what is being
done.
18
