2.APPROVAL OF MINUTES FOR MEETING ONMARCH24, 2021
Motion and second: Vice Chair Gaffney moved to approve the minutes, and Commissioner
Cardwell seconded the motion.
Discussion: No discussion.
Vote:The minutes were approved as presented by voice vote. Ayes: 9 (Adams, Burns,Cardwell,
Fulton, Gaffney, Hoopii, Olson, McIntosh, Robinson); Nays 0. Motion carried.
3.STATEMENT FROM THE CHAIR
The Commission is at “full speed.” It has been years since we have had nine commissioners.
Chair Adams asked the two new commissioners to introduce themselves.

Commissioner Robinson said she has been a Hawaii Island resident since 2004, originally from
Honolulu. She has been active in the Rotary Club and the Zonta Club of Hilo. Volunteering has
always been a part of her life, contributing what she can. It’s important to address the issues
related to environmental management. She is happy to be here and is looking forward to
hitting the ground running.
Commissioner Hoopii said she is a lifelong resident of Hawai‘i Island, coming out of Keaukaha,
and is actively involved in the community to work toward solutions. She volunteers her time a
lot and is thankful to be here.
Chair Adams thanked both new commissionersfor volunteering. It can be a lot of work but she
hoped they will find it enjoyable and want to participate. It’s important for this Commission to
give the people’s voice to advise the Department and the Council.

4. PUBLIC STATEMENTS ON ITEMS ON THE AGENDA

Jerome Warren commented on agenda items 7-b and business report 3-5. Item 7b is the Trojan
Horse of Nlehu. He read out a portion of his letter that was printed in West Hawai‘i Today on
April 23, 2021:
“Everybody in the Department of Environmental Management and all Hawaii County Council
members have refused to look into the financial fiasco surrounding the Naalehu sewer
boondoggle. The previous District 6 Environmental Management Commissioner was hostile
toward me at meetings when I tried to inform commissioners about what has side-tracked a
simple solution to the EPA’s gang-cesspool conversion mandate. Thankfully, our new
commissioner can see the situation, whereas, the previous commissioner was part of the
problem and the rest of the commissioners just ignored it. Please ask yourselves: If our gang-
cesspool is such a threat to public health and the environment, then where is the evidence?
2
