Consumer Brands Association Comments to HB 1316 <br />February 8, 2021 <br />Page 2 of 3 <br /> <br /> <br /> <br /> <br />As the study is designed and planning takes place, there are three important points to <br />consider: <br /> <br /> Packaging has a critical role to play in protecting the safety and quality of <br />consumer products. <br /> The consumer products industry is committed to increased recyclability and/or <br />recycled content of packaging. <br /> Recycled content has unique challenges depending on material type and <br />packaging use. <br /> <br />Packaging is Critical to Safety and Quality <br /> <br />Hawaiians use consumer products every day. These products must be reliable, perform <br />as expected and be delivered to consumers assuring product safety and quality. <br />Packaging is critical to these efforts. Whether it is a food, beverage, personal care or <br />cleaning product, packaging is required. Packaging is designed to perform under a <br />range of supply chain pressures, which may include heat, cold and different modes of <br />transportation. Material selection, design, performance and the environment are all <br />critical factors when it comes to consumer products and packaging. <br /> <br />The Consumer Goods Industry is Committed to Packaging Improvements <br /> <br />All of the 25-largest consumer packaged goods companies have made commitments to <br />improve their packaging, including making packaging fully recyclable or compostable, <br />using new materials, or increasing recycled content. The packaging materials of today <br />and tomorrow need a recycling system that can accept and process those materials and <br />return them to the supply chain to be used again as feedstock or to create value-added <br />materials with recycled content similar to the products and product categories under <br />review by the agency. We believe a comprehensive study is the first step in this <br />process. <br /> <br />Any Study Should Also Investigate Recycled Content Rates and Supply Chain <br />Challenges <br /> <br />Currently, demand for recycled content far exceeds supply. In addition to the consumer <br />packaged goods industry, a range of industries have also made significant <br />commitments to dramatically increase the use of recycled content, especially recycled <br />plastics, in packaging, apparel and other products.
