Ms. Newlon gave a Power Point presentation of the application. She described the proposed <br /> project with the County zoning map, TMK map, site photographs, and plan drawings. Photos <br /> showed the project location to be near Henry Street and Queen Ka'ahumanu Hwy. The first <br /> photo showed a portion of the parcel near the Safeway building and the height of the grade <br /> change. Also showing a CRM wall, that the proposed black powdered coated fence will be <br /> constructed atop. Another photo showed a graded slope alongside Henry Street, with <br /> landscaping that was just installed. A CRM wall sits atop of the slope and fencing will be <br /> built on top. Chairman Roth asked for clarification on the plans distributed, showing two <br /> security fenced locations. At the previous KVDC meeting there were conditions for the <br /> applicant to install a security fence along buildings 13 & 15, and in the photos presented it <br /> looked completed. Avery Matro of Carlsmith Ball LLP, wanted to clarify two things; 1) the <br /> applicant was intending to put fencing on the makai portion, points 22 & 23. The actual <br /> appearance of the chain link fences, won't be the typical chain link fence, but the wrought- <br /> iron appearance. 2) The landowner confirmed that all the fences will be that black finish, <br /> including the makai portion that was previously indicated to be aluminum. Jason Knable of <br /> Carlsmith Ball clarifies the height of fencing for the project. The fencing on the Queen <br /> Ka'ahumanu side of parcel will be (4) feet on top of the CRM wall and at least(15) feet of <br /> landscaping buffer. The CRM wall on the mauka side is at least(1)to (2) feet high with a(4) <br /> feet black powdered coated fence. Chairman Roth noted that it appears that the aluminum <br /> fencing is only in segment(1). Commissioner Ikeuchi mentioned the importance of having <br /> security fencing for the safety of anyone walking up the road, and consistent with the KVDC <br /> Master Plan, maintaining a pedestrian focus. Ikeuchi also mentioned that the purpose for <br /> landscaping was to hide the view of the fence, however also allowing visibility of the ocean. <br /> Jason assured Commissioners that visibility of the ocean will be available. He confirmed that <br /> the landscaping was to buffer the center of the black powdered coated fence, but the picket <br /> will provide a view of the ocean. <br /> There were no further discussions and therefore Chairman Roth asked for a motion to be <br /> made. Commissioner Smith moved to accept the application as submitted and Commissioner <br /> Sullenberger seconded the motion. There were no discussions on the motion and a vote was <br /> taken.
