MELLON-LACEY: Yes, this is Diana. I think it's a little bit of a conundrum because <br /> you haven't adopted these rules, and so, you could do that. But, I don't think at this point <br /> you're strictly bound by them because we haven't adopted them. You could do that, you <br /> could adopt them as they are, and then move to make changes to them. <br /> AKAMU: Yeah, I was just making sure that we don't do something that later we have to <br /> undo. Thank you. <br /> MELLON-LACEY: I understand. <br /> KOSSOW: Diana, are you saying this is Bronson. Are you saying that the <br /> amendments, if this works via—we can adopt whatever changes we want to. We don't <br /> have to go through another session where we have to approve the rules and regs, right? <br /> MELLON-LACEY: Um, no, Iif, according to the Hawaii Revised Statues in Chapter <br /> 91, then we would these rules exist right now. So, if this group is going change the <br /> rules or make completely different rules, we would still have to have a public hearing and <br /> allow for public comment on the rules before they could be formally adopted. <br /> KOSSOW: So, no matter what, we still have to adopt these rules and then from there we <br /> can take amendments for the next meeting. <br /> YOSHINA: So, Bronsten, I'll just withdraw my motion. <br /> KOSSOW: Mr. Yoshina withdraws his motion. <br /> MELLON-LACEY: Okay, this is a starting point, I guess I would say, so that would <br /> probably be the most expeditious way of doing it. Because then you would have <br /> something to work from, but it doesn't have to done that way if someone wanted to just <br /> start all over again with these rules from the ground zero, you could do that. <br /> YOSHINA: I think traditionally and historically, kanalua is part of the way we do <br /> business in Hawaii so, you know, this, the discussion might be pointless. I'm not sure of <br /> that. You're the attorney, so. <br /> LUL Bronsten, would it help if I made a motion to accept the 2011 Rules of Procedure <br /> and then we could amend from there? If so, I make that motion. <br /> KOSSOW: I think that would be the easiest, yes. That would definitely be the easiest if <br /> we just pass this <br /> YOSHINA: Okay, second the motion. <br /> KOSSOW: Okay, motion was made by Ms. Lui, and seconded by Mr. Yoshina.
