The Land Board said it took it out of being a Forest <br />Reserve and turned it in to quote "a shooting range." <br />KU: Yeah... See that's where the grey area is because it's still considered... <br />RH: It's not grey at all... <br />KU: It is... I not gonna get into any arguments but if you want a real good <br />answer talk to DLNR, DOFAW — I don't know — maybe Ian, can you <br />elaborate on it...? <br />AA: Yeah, Abraham, that's why we had Darren Ogura to speak on Mile Marker <br />16, but he's not here right now so, Ian if you like respond to Keoni's <br />question that would be great. <br />IC: OK. I can tell you what I've been told... It is supposed to be an Executive <br />Ordered out of the Forest Reserve or Restricted Watershed — if that process <br />hasn't happened it still lies in within Forest Reserve. But it's kind of a moot <br />point because if you're shooting there, you're already breaking just <br />randomly shooting you're not following Forest Reserve rules and you're <br />shooting during the week so it doesn't matter — this is what I've been told <br />and I don't have a piece of paper to back it up, but the Attorney General <br />told Darren, I believe, that it's not — you can't enforce having to have a <br />hunting license — there's nothing to say that you have to have that — so <br />called DOCARE about it and they said that it's on the rule — and I said well <br />we just made those rules as a guideline for the range so this is why when <br />people call and ask me — I direct them to Division of Conservation and <br />Resource Enforcement because I don't cite people — that's not my job — <br />[unclear]. I tell 'em to call DOCARE which is our enforcement arm to get the <br />scoop straight from them 'cause they're the ones who would be citing you <br />— I personally don't think there's grounds to stand on for the citation but <br />it's a real pain in the bottom if they take your gun and you have to go back <br />to get it — I just talked to a gentleman who went through that but not at the <br />range so I get mixed stories — whether or not they're actually enforcing that <br />21 <br />
