a sound assessment working group — there's all the people that were in <br />there — notice that the resort facilities played a major part as did Waikoloa <br />Land which is developing the resort area. People were still unhappy so we <br />conducted the 311 gunfire sound test —this one was a little bit different in <br />that it was mostly analytical — it's the same philosophy that was used to do <br />sound measurements for a proposed raceway over in West Hawaii where <br />you have a sound and you propagate it over the landscape with all kinds of <br />different climatic conditions etc. etc. And that sound test was conducted by <br />PBR Hawaii and a different consultant — large caliber rifle shotgun — gunfire <br />generated a single range site — we just needed to get the level of gunfire <br />into the program establishment at level was — we did build a sound <br />mitigation device to show that we could reduce the sound we generated in <br />some of our proposed facilities — the gunfire was recorded at the range site <br />— and then background was later recorded at the facility — they took about <br />a week going around to different locations in the facility to make the <br />background noise and all those data were massaged into the data <br />computer program and the result was — well there are some more of the <br />criteria — rifle fire projection was within resort background sound — the <br />resort directed shotgun fire such as the sporting place course where you go <br />around and fire in different directions when you pointed the shotgun <br />directly in a westerly — in the direction of the site — the sound exceeded the <br />lowest background level that was measured at the resort by a small <br />amount. This was within a courtyard of one of the condos. That's where the <br />guys looked for the lowest, quietest place in the resort and were slightly <br />exceeded the background noise — we went back and re -oriented some of <br />the shotgun facilities so no gunfire was directed at the resort and we <br />believe that would resolve that problem. This is kind of a busy picture of — I <br />have copies of this presentation by the way — and if anybody wants one I <br />can email it to you —just let me know — but this one shows where the three <br />sound tests — where the sound was generated — where it was measured <br />basically within the landscape of the area. <br />OK. What is the complex? It's a world class facility built to existing safety <br />standards using noise mitigation technology — venues for all shooting <br />activities — firearm safety and education center — satisfied local needs — it <br />could be a tourism magnet and generate lots of bucks except the Hawaii <br />Tourism Authority doesn't want to talk about anything but sandy beaches, <br />61 <br />
