IV. INSTITUTIONAL CONSIDERATIONS <br /> A. State Land Use <br /> The subject property is designated Urban. As such, no State Land <br /> Use Commission action is required. The County of Hawaii can process <br /> the rezoning request. <br /> B. County General Plan <br /> The County General Plan Land Use Pattern Allocation Guide (LUPAG) <br /> map, if scaled, designates the site Industrial. Relative to the Industrial <br /> designation, the General Plan allows consideration for "manufacturing <br /> and processing, wholesaling, large storage and transportation facilities, <br /> and light industrial uses." As such, the requested MCX zoning would be <br /> consistent with this designation, and no General Plan amendment is <br /> necessary. <br /> No changes are contemplated in this area in the draft revision to the <br /> General Plan now being developed by the Planning Department. <br /> C. Hilo Community Development Plan <br /> The Community Development Plan (CDP) attempts to further define the <br /> General Plan and serves as aug_ ide for decision-makers. It was adopted <br /> by the Planning Commission in 1975, over 25 years ago. Although <br /> reviewed by the County Council, the CDP was never adopted. <br /> The CDP's Land Use Concept map identifies a R5-10 designation for <br /> this area. This designation suggests residential uses at an average of <br /> nearly 4 units per acre. <br /> Notwithstanding this inconsistency, however, it is acknowledged that the <br /> growth of Hilo and its outlying areas like Puna have made some of the <br /> planning assumptions of the CDP obsolete. An updated CDP would be <br /> timely. <br /> Absent the availability of a relevant intermediary planning document, one <br /> must rely only on the General Plan LUPAG map and policies. In the <br /> end, the General Plan is more critical, as the County Charter requires all <br /> zone changes to be consistent with it. <br /> D.
