The County water line is already available to the subject site. Police and <br /> fire protective services are available within a 5-minute response time. As <br /> such,this project should not require addition public services to be <br /> provided. <br /> The site does not have any on-site development constraints. The land is <br /> relatively level and is designated "N' on the FIRM map. Further,because <br /> office use is not noxious, potential pollution concerns would be minimal, <br /> if at all. <br /> Being cleared and used residentially in the past,the prospect of the site <br /> serving as a habitat for rare or endangered plant or animal life appear <br /> remote. There is also little evidence that the site would have any <br /> archaeological feature. <br /> Because of the proposed scale and type of use,the request would further <br /> mitigate potential visual and noise impact, landscaping will be provided <br /> within and along the property's boundaries. <br /> Finally,the standards for an office building will be fulfilled. These <br /> include the acreage, setbacks,uses,parking, etc. <br /> C. Granting of the time extension would not be contrary to the original reasons <br /> for the granting of the change of zone. <br /> The reasons for approving the rezoning of this site were articulated in the <br /> Planning Commission's recommendation to the County Council (Exhibit E). <br /> The reasons,in summary,and their relationship to the present, included: <br /> ■ Consistency with the County General Plan LUPAG map and Goals and <br /> Policies. <br /> • Furtherance of the County's goals of providing an economic environment <br /> which allows new or existing businesses to expand and diversify the <br /> County's economic base, and thereby also increase occupational choices. <br /> This is still a goal of the County. <br /> • Site's positive physical and locational attributes which meet the <br /> commercial needs in the context of the medium density designation of the <br /> County General Plan. This is still applicable today,as there have not been <br /> any amendments to the General Plan. <br /> • Availability or provision by the Applicant of all essential utilities and <br /> services. The discussion relates to the improvements to the roadway <br /> right-of-way,wastewater system, and the like. <br /> 10 <br />
