8. August 18, 2010: Final Plan Approval issued for Orchidland Trade Center on the subject <br /> parcel. <br /> 9. February 1, 2011: Building Permits No. B2011-0152H and B2011-0153H were issued <br /> for the subject property,for two steel warehouse shell buildings.At the time of this writing, <br /> the required series of building inspections have not been completed for either building. <br /> STATE AND COUNTY PLANS <br /> 10. State Land Use (SLU)District: Agricultural District. <br /> 11. County Zoning: A-3a; Agricultural 3-acres. <br /> 12. General Plan (LUPAG) Map Designation: Rural. <br /> 13. Puna Community Development Plan (PCDP): The PCDP was adopted by the Hawai`i <br /> County Council, Ordinance 08 116, on September 10, 2008. The subject parcel is located <br /> within the projected Orchidland Neighborhood Village Center, an area identified by the <br /> PCDP as"located along Orchidland Drive from Highway 130 to halfway between 34th and <br /> 35th Avenues",which encompasses 15 parcels and an area of about 16 acres. <br /> 14. Special Management Area (SMA): The subject property is located approximately four <br /> and a half(4.5)miles from the nearest coastline and is not within the Special Management <br /> Area. <br /> DESCRIPTION OF PROPERTY AND SURROUNDING AREAS <br /> 15. Project Site: The subject parcel is approximately 2.311 acres of land and is rectangular in <br /> shape. There are two existing warehouse structures on the subject property, both built in <br /> 2012. One is approximately 6,400 square feet and the second is approximately 4,000 square <br /> feet. The remaining area of the parcel has been cleared. <br /> 16. Surrounding Zoning/Land Uses: Most properties surrounding the subject parcel are <br /> zoned A-3a. The area is characterized by a mix of farms, single-family residences, a <br /> commercial center (Orchidland Estates Convenience Center), a church and vacant, <br /> undeveloped parcels. The Orchidland Estates Convenience Center includes a convenience <br /> store and gas station, in addition to Blaine's Drive-In and the Orchidland General Store. <br /> 17. U.S.D.A. Soil Type: (rLV) Lava Flows A`a. This lava has very little soil covering and is <br /> bare of vegetation, except for mosses, lichens, ferns and small ohia trees. <br /> 18. Land Study Bureau Soil Rating: Soils within the project site are classified as "E" or <br /> "Very Poor"for agricultural productivity. <br /> -3- <br />
