But the <br />state has been experiencing a long-term decline in rainfall, said Chip <br />Fletcher, a climate scientist from the University of Hawaii. <br />There are no longer any perennial running streams on the Leeward Coast of <br />Oahu, and the state has been seeing a similar drying up of watersheds in <br />rain shadow areas across the islands — a huge concern, given that <br />agriculture is so water dependent. <br />
