(Planning <br /> Department Exhibit 2-FEMA FIRM Map) <br /> 19. Flora/Fauna Resources: There were no professional flora/fauna surveys conducted of <br /> the site. The applicant does not believe that rare or endangered floral or faunal resources <br /> are likely on the site, as the property has been extensively used for cattle grazing in the <br /> recent past. The flora of the site is dominated by kikuya grass with scattered `Ohi`a trees <br /> throughout the site. The property is not known to be a habitat for any rare or endangered <br /> animal life. <br /> 20. Archaeological Resources: Since the property has been historically used for cattle <br /> grazing, no commissioned archaeological survey has been conducted. It is expected that <br /> no archaeological or historic features exist on the property. By letter dated August 4, <br /> 2021, DLNR-State Historic Preservation Division (SHPD)indicated that they have no <br /> objections to the proposed time extension, however SHPD indicated that they have <br /> insufficient information to determine the potential of the proposed future development <br /> project to impact historic properties. Thus, SHPD requests an opportunity to review any <br /> permits involving ground disturbing activities related to future development of the <br /> subject parcel as well as final plat maps for the proposed subdivision. Based on that <br /> review, SHPD may further request that an archaeological field inspection be conducted of <br /> the subject parcel by a qualified archaeologist to determine if undocumented historic <br /> properties exist in the project area prior to any future ground disturbance. If unrecorded <br /> historic properties are present, SHPD will request that an archaeological inventory survey <br /> (AIS)be completed prior to initiation of land altering activities. <br /> 21. Cultural or Native Gathering Rights: There is no evidence of any traditional and <br /> customary Native Hawaiian rights being practiced on the property, nor existence of any <br /> known valued cultural, historical, or native resources in the area. <br /> 22. Public Access: There is no record of a designated public access to the shoreline or <br /> mountain areas that traverses the property. <br /> PUBLIC UTILITIES AND SERVICES <br /> 23. Access: The property is currently accessed via a single driveway access connection from <br /> Mamalahoa Highway to the existing dwelling on the property. Condition D of the subject <br /> -4- <br />
