0 CR -05 - Goals and Outcomes <br />c <br />Progress the jurisdiction has made in carrying out its strategic plan and its action plan. <br />92.520(a) <br />This could be an overview that includes major initiatives and highlights that were proposed and <br />executed throughout the program year. <br />The Consolidated Annual Performance and Evaluation Report (CAPER) provides a brief summary of the <br />progress, the County of Hawaii has achieved for the period of July 1, 2020 through June 30, 2021, to <br />meet its goals, priorities and objectives stated in its Consolidated Plan for 2020-2024. Briefly, the <br />County has accomplished the following: Resources for 2020-21 Federal Funds Received: 2020 CDBG <br />allocation was $2,628,505.00, which includes an additional allocation of $2,082 resulting from an error <br />in the formula calculation, and CDBG Program Income received $81,860.36, for a total <br />of $2,710,355.36. In addition, the County received three (3) CDBG-CV allocations for total CV allocation <br />of $3,599,175.00. <br />PRIORITIES: The County's 2020-2024 Consolidated Plan includes four priorities: Housing & Special <br />Needs Housing, Homeless, Community Development and Fair Housing. The County has accomplished <br />the following during the period of July 1, 2020 through June 30, 2021: <br />HOUSING & SPECIAL NEEDS: Provided 50 new households with Tenant Based Rental Assistance for a <br />total of 197 families. <br />HOMELESS: The County completed the design and contracted for renovation of a certified kitchen at <br />the Kiheipua Family Shelter and accessibility improvements at the Hale Maluhia Shelter in Hilo. Both <br />projects have started construction and are expected to be completed in the Fall of 2021. Also <br />completed was the renovation improvements to roof, fencing and bedrooms and bathrooms at the Hale <br />Ohana Domestic Abuse Shelter and West Hawaii Domestic Abuse Shelter to provide much needed <br />housing and shelter for persons experiencing domestic violence during the Covid pandemic. <br />COMMUNITY DEVELOPMENT: The County contributed and participated in the 2020 State Housing <br />Policy and Fair Housing Study. Both planning documents were completed and utilized to assist the <br />County in completing the County of Hawaii's 2020 -2024 Consolidated Plan. <br />The County completed the Boys and Girls Club of the Big Island its Accessibility improvement project <br />which included roof repairs and gym accessibility along with parking and drainage improvements. <br />The County also received three (3) CDBG-CV allocations under the Cares Act for a total of $3,599,175 of <br />additional CDBG-CV funds. These funds were allocated to non-profit service providers to prepare, <br />prevent and response to the Corona Virus. <br />OMB Control No: 2506-0117 (exp. 09/30/2021) <br />CAPER <br />1 <br />
