HCHA meeting November 5, 2020 <br />mean for them, how it would serve their needs, really the impact that a program <br />like this would have as part of the public comment process as well. <br />Kierkiewicz: Douglas to follow up on your meetings with the task force were they <br />presented with the fact that this program was going to make up the entirety of <br />the action plan monies? <br />Le: We did explain in those ... those workshops where we talked about it, where <br />housing had to be the primary allocation of funding... <br />Kierkiewicz: 70% does. <br />Le: I'm sorry? <br />Kierkiewicz: You said 70% does ... of the funding needs to go to LMI and housing. <br />Le: Oh so 70% of funding needs to benefit low to moderate income individuals <br />and households. All of the allocation of funding needs to support housing. <br />Sako: So we have to follow the Federal Register Notice. So all of the unmet <br />housing needs have to be met before it can be used in any of the other <br />categories. So once all the unmet housing needs are met, then we can <br />determine if other uses ... we can use it on other things. Like infrastructure and <br />other things that keep coming up. But we have to meet all the unmet housing <br />needs first. <br />Kierkiewicz: What is going to trigger a reassessment of needs to see if thigs are <br />changing? And if all the unmet needs have been met? <br />Le: So like I mentioned earlier if these grant funds apart of reducing the unmet <br />need right? In terms of how they will be used towards housing. Something that <br />we worked on early on and continue to work on is understanding from like an <br />aggregate level the types of insurance payouts that folks received as part of this <br />eruption. We have been able to get that full picture yet from the State regulator <br />folks but as part of the application we will be seeking information about all <br />systems that folks have received. And that will also contribute to essentially <br />reducing our unmet need because we are documenting assistance that has <br />been received. So this needle will move over time in terms of what is our unmet <br />recovery need related to housing. <br />Kierkiewicz: Is there like an annual audit that's gunna be conducted to see how <br />needs are being met? <br />Page 28 of 36 <br />
