HCHA meeting <br />November 5, 2020 <br />and determining where things are and being able to make decisions to move <br />forward. <br />Kierkiewicz: Any interest in the National Park managing these lands? Has that <br />conversation been had? I know a number of folks in the community have talked <br />about that in the past. <br />Sako: I think there was some preliminary discussions, not far enough to get <br />anyone to commit on either side. Because at the time they were going through <br />their own challenges with recovering from the earthquakes and other things that <br />damaged the park as well. <br />Kierkiewicz: Is HUD requiring you to provide a management plan for the <br />properties that have been purchased by the county through this program? <br />Le: It is part of the program administration to really have a management plan. I <br />think as Deanna mentioned some of the parcels can be managed out right in <br />the way that we receive donated properties, or other types of ways that <br />residential properties fall under, our ownership. Whether there are opportunities <br />based on what comes our way, the assemblage and the quality and the <br />characteristics of these parcels the county still owning it but having stewardship <br />partners, the county owning it leasing it for ag, and if there's interest in capacity <br />to transfer title to local HOAs or other entities with the same restrictions that the <br />county would have to live with but an opportunity for folks to own and manage <br />these site in their community. So that's the continuum of some of the best <br />practices and I think solutions that we feel could fit our needs on our island as <br />we navigate this program. <br />Kierkiewicz: We have a lot of squatters in Puna. I'm just concerned about there <br />being an uptick with where we are with COVID and now these opportunities for <br />folks to potentially be squatting in assets that are now under county's kuleana <br />and activities that could happen there that have adverse impact on neighbors <br />that choose to remain. <br />Deanna you mentioned earlier a lot of time and energy has been put into this <br />and if we hit the pause button that its only gunna further delay the communities <br />ability to recover. I'm gunna disagree with you a little bit on that one and I use <br />the CARES funding as an example of our county being able to very quickly <br />mobilize and put a plan together and spend down $80,000,000 in less than six <br />months. I know this program is different and its complicated because its not an <br />actual program of the federal government. There isn't a mandated framework <br />for it, is my understanding, and that there are Federal Registers that are <br />informed by previous registers and lessons learned and so you don't really know <br />what you gunna be working with until that notice is published... <br />Page 31 of 36 <br />
