HCHA meeting November 5, 2020 <br />association in Pdhoa town that deals with economics and the business <br />community specifically. So we feel like we have a pretty good handle on what <br />the needs are for the business community in Pdhoa and the surrounding <br />communities. We wrote you a letter back when public testimony was open <br />saying that we were not in favor of the buyout program and listed various <br />reasons and the recovery team base ... counted that as one vote against the <br />buyout program when in fact we have over 30 businesses and those businesses <br />comprise of 100s of employees. So lumping us in as one vote is really <br />disingenuous and we've also, John Olson, the Vice -President of Mainstreet has <br />filed for a freedom of information act asking for the county to provide the <br />actual records in relation to that public testimony, in addition, we've asked for <br />the ISD report which is the Economic Development Report and the geological <br />studies showing that ... what the threat level is to this community. None of that <br />has been provided and in fact is, that is in violation of the Office of Information <br />Practices and the State and County Charters. So that being said, there are <br />problems regarding the comments, the initial comments in support and the <br />supposed (sic) and then there also ... our concern is that the lack of road <br />restoration and the connectivity of Puna and the access to farms and homes <br />and in addition the buyout program and the public review period have been <br />expedited and that's worry some. We feel that it may be seriously time to <br />consider an extension, in fact, we ... we ... we demand an extension of the review <br />period at this point. This needs to be tabled until such time that the ISD and the <br />geological studies have been made public and reviewed so that we can make <br />an informed decision about the economic recovery of lower Puna. It really is a <br />sensible that the decision being made now reflect the actual full amount of <br />information available and the ISD component was completed, that's the <br />economic recovery plan, was completed as far as I know over a year ago and <br />its really disheartening that it hasn't been released. Perhaps some sections are <br />not finished or need review but that no excuse for releasing the whole ... the <br />document. In addition, we feel like its essential that an overall plan for Punas <br />recovery be made available for public review before any decisions made [time <br />tone] on any particular aspect of the recovery can being. Other than road <br />restoration. We all know that road restoration is imperative and those should <br />commence immediately and in full ... and full all roads need to be recovered but <br />the idea of a buyout program before you know what the overall plan for lower <br />Puna is is really really really ludacris and it certainly... we're gunna keep ringing <br />this bell until we start to get a voice ... one of the other things I just wanted to <br />touch... <br />Aiello: ma ma ma pardon me Amadeo your time is up.
