E. Other Government Services <br /> As this property is a part of the City of Hilo, no extension of <br /> government services would be required. There is a Fire Station, Police <br /> Station, Public School, Library and a gas station all located within 3 to <br /> 5 miles of the subject site. In addition, there are recreation facilities in <br /> the general area. <br /> As such, the project should not result in the extension of any <br /> government services and the required public facilities are located <br /> reasonably proximate to the subject site. <br /> F. Other Utilities <br /> All other utilities such as cable, telephone and electrical services are <br /> available to the site. <br /> Vlll. IMPACT SIGNIFICANCE ANALYSIS <br /> A. Relationship Between Local Short-Term Uses of Environment <br /> and Maintenance and Enhancement of Loss -Term Productivity <br /> If the request were denied, the short-term use of the area of the <br /> proposed rezoning would probably continue in its unused condition <br /> and will not provide additional affordable housing for the residents of <br /> Hilo. <br /> B. Irreversible and Irretrievable Commitment of Resources <br /> As the site has been relatively disturbed in the past, it is not likely that <br /> its development would result in an irreversible commitment of natural <br /> or archaeological resources. <br /> The soil on the parcel think muck overlying pahoehoe lava from the <br /> 1881 lave flow. The potential for viable commercial agricultural use of <br /> the property is very minimal at best. <br /> An Archaeological Field Inspection Survey was conducted for the <br /> subject property and impacts to archaeological sites are not <br /> anticipated <br /> 14 <br />
