12. Surrounding Zoning/Land Uses: Surrounding properties are zoned A-la, RM-4, RM-3, <br /> and RS-10. The adjacent single-family residential district includes the Sunrise Ridge <br /> Subdivision to the northeast which is zoned RS-10. The Sunrise Estates Subdivision is <br /> immediately north and west of the subject property on lands zoned A-Ia. The Mohouli <br /> Heights Senior Neighborhood is located adjacent to the subject property to the east. <br /> Further south across Mohouli Street is a 267-acre undeveloped property zoned A-la <br /> owned by the State of Hawaii. Properties to the east across Komohana Street and along <br /> Mohouli Street are zoned RS-10 and consist of single-family dwellings. Undeveloped <br /> lands further north were rezoned in 2004 to the Wailani Project District. <br /> 13. Agricultural Lands of Importance to the State of Hawaii (ALISH): Unclassified. <br /> 14. Land Study Bureau's Detailed Land Classification System: "D" or"Poor." <br /> 15. U.S.D.A. Soil Survey: The property is classififed as Keaukaha Series, Keaukaha <br /> extremely rocky muck with 6 to 20 percent slopes (rKFD) and Pahoehoe lava flows <br /> (rLW) by the U.S. Department of Agriculture Soil Conservation Service (SCS) Soil <br /> Survey, U.S. Soil Conservation Service 1973. The Keaukaha soil series consists of well- <br /> drained thin organic soils overlying pahoehoe lava bedrock. The soil above the lava is <br /> rapidly permeable. The pahoehoe lava is very slowly permeable but water runs rapidly <br /> through the cracks. Runoff is medium and the erosion hazard is slight. <br /> 16. Flood Zone: The subject parcel is in an area designated as Zone X on the Flood <br /> Insurance Rate Map (FIRM) by the Federal Emergency Management Agency (FEMA). <br /> Zone X is an area determined to be outside the 500-year floodplain. <br /> 17. Flora/Fauna Resources: According to the U.S. Fish and Wildlife Service (USFWS)in <br /> the 2021 Environmental Assessment, the federally threatened Newell's shearwater, <br /> Hawaiian petrel, Hawaiian hoary bat and the Hawaiian hawk have all been observed in <br /> the project vicinity. The USFWS stated that outdoor lighting can result in seabird <br /> disorientation, fallout and injury or mortality. There is no federally designated critical <br /> habitat located in the vicinity of the project. According to USFWS,potential impacts to <br /> seabirds can be minimized by: 1) shielding outdoor lights associated with the project, <br /> particularly when used during each year's peak fledging period(September 15 through <br /> December 15); 2) avoiding night-time construction; and 3)providing all project staff with <br /> information regarding seabird fallout.
