• General Plan Update:The Administration has been working to launch and implement <br /> the new Electronic Processing & Information Center(EPIC) permit system. Now that <br /> EPIC is up and running, more time will shift to the priority of reviewing and evaluating <br /> the General Plan Comprehensive Review.This will include an updated timeline, <br /> additional public input, and an outline of the adoption process. We will update our <br /> website when new information is available, so please sign up for our GP mailing list to <br /> be notified. <br /> PUBLIC COMMENT ON AGENDA ITEMS: Written testimony may be submitted via email at <br /> cdp@hawaiicounty.gov or in person at the Hilo or Kona Planning Department, up to two (2) <br /> business days prior(November 8, 2021) to the meeting (see the Notice Section below). In <br /> addition, members of the public may provide oral testimony at the meeting on any of the <br /> agenda items.To register for access to the Zoom meeting please email cdp@hawaiicounty.gov. <br /> With discretion of the Chair of the CDP Action Committee, comments may be made either <br /> during the public comment portion of the agenda or just prior to the relevant business item and <br /> may be limited to three (3) minutes in length per agenda item. <br /> APPROVAL OF THE MINUTES:The Action Committee will consider the draft minutes for the <br /> September 9, 2021 meeting. <br /> BUSINESS: <br /> 1. Kona Open Space Network(KOSN) Update: Long Range Planner, Natasha Soriano will <br /> provide the Action Committee with an update on the scope, key activities, dates, and <br /> next steps relative to the KOSN contract. <br /> 2. 2018 Action Committee Priorities: Chair Charles Young will review the list of Kona CDP <br /> Action Committee priorities put forth in 2018. AC Members will discuss progress made <br /> towards implementation of the 2018 priorities and identify areas where specific issues <br /> exist. <br /> 3. Implementation Updates from Action Committee Members: Members of the Action <br /> Committee will provide updates on their work relative to CDP Implementation.The <br /> Action Committee may consider establishing investigatory subcommittees relative to <br /> specific initiatives that advance CDP implementation.Topics may include but are not <br /> limited to: <br /> • Affordable Housing <br /> • Flood Mitigation and Erosion Control <br /> 4. Review Current Action Committee Member Terms and Ideate Around 2022 AC <br /> Proceedings:Action Committee members and Planning Staff will discuss and codesign <br /> strategies for engagement in 2022.The discussion may include AC member terms and <br /> meeting logistics. Communication 2021-13 outlines tentative AC meeting dates for <br /> 2022. <br />
