I think we're rather constrained to use the data provided by the U.S. Census. All of <br /> these requests that are coming in now, are nice to have but, I'm just wondering if we are <br /> constrained under law to revise that data. I'm not certain if that is a clear statement or not. <br /> Seems like if we are trying to include all of these different populations, is that in the <br /> existing data? Using the <br /> ESRI tool, I spent a lot of time of course like anybody else, trying to align my <br /> percentages and district boundaries and such. Then I get on these minutes with this <br /> agenda. Then I get the existing council districts that just came in on the communication <br /> that's in this package. Those are different from what's in ESRI. Then we're talking about <br /> the incarcerated. So the census numbers are a continually moving target. I don't know, <br /> personally, how to do my job. I don't know what numbers to use. I can't use the ESRI <br /> review tool that tells you how you're doing against the percentage distributions because <br /> those numbers are what's on paper. I'm hope I'm being clear because I'm really in a <br /> quandary as to how I should be doing my job, and the work that I've already done. Seems <br /> like it's fruitless at this point. What's already been done, excuse me.
