KOSSOW: Thank you. <br /> LUL Okay, we can come back to Mr. Lopez. My question was what is the order that is <br /> best to do this in? Like Commissioner Lopez, I started with trying to get the deviations <br /> down and moving population but that doesn't take into account, communities of interest <br /> or natural boundaries and things like that. And I don't know them for every district either <br /> so that makes it difficult. But I guess I was wondering, so like if you're first step is <br /> looking at the deviations, and what's your second step so you manipulate more and then <br /> more. I really liked James' question last time about the ahupua`a boundaries and taking a <br /> look at that. It's not just the check that is available but it seems like there's other factors <br /> that need to be checked. I'm not sure of the right sequence for trying to make a map. Just <br /> in terms of looking at the map, Hilo obviously has the largest population but right now <br /> it's split. I don't know whether can we make sort of larger changes or are we supposed to <br /> kind of tinker at the boundaries of the different districts? If you consolidated Hilo for <br /> example, it would make some big changes in District 2, 1, etcetera. <br /> LOPEZ: Is that a question for me? <br /> LUL That's for Cori or for Elections or whoever can answer. So, what are the best steps <br /> to take in terms of creating a map? And how much latitude do we have, or should we <br /> have, to change boundaries? <br /> SAIKL Ms. Lui, this is Cori. Basically, when we're playing around and trying to draw <br /> maps and stuff, we just pick a starting point. You know, where we want to start and then <br /> we base it on the deviations, try to keep communities together, but I guess I really don't <br /> have an answer to the steps of it. At this point I've probably done <br /> about three or four maps. I'm not happy with any of them, of course. But I went a couple <br /> of different ways here. So, I've used different layers in there. I've used the ahupua`a's as <br /> one to kind of see where things fall in. I've looked at the past districts as well. And it <br /> would be great to see some of the older council districts too. I think we're able to see the <br /> one from ten years ago, but I don't know about the one from twenty or thirty years ago. <br /> I'm just kind of curious about those too. I've struggled a bit, 200,000 plus people on the <br /> Big Island divided by 9. Is 9 the right number? I don't know. That's a bigger question for <br /> another time. What I'm trying to say here is, I've gone a different route. I've loaded the <br /> current template and done incremental changes between the districts. So, that's one way I <br /> did it. Kind of shift this here and shift that there. I think a lot of you are in that realm right <br /> now. I'm working on one, it's more of a drastic one and started with a blank template.
