• General Plan Update:The Administration has been working to launch and implement <br /> the new Electronic Processing & Information Center (EPIC) permit system. Now that <br /> EPIC is up and running, more time will shift to the priority of the reviewing and <br /> evaluating the General Plan Comprehensive Review. This will include an updated <br /> timeline, additional public input, and an outline of the adoption process. We will update <br /> our website when new information is available, so please sign up for our GP mailing list <br /> to be notified <br /> • Community First Healthcare Assessment: Community First and its partners are surveying <br /> Hawai'i Island residents throughout the month of November to better understand what <br /> communities need to improve their health. The survey is part of Access to Care, a <br /> collaborative working to transform healthcare on Hawaii Island. <br /> PUBLIC COMMENT ON AGENDA ITEMS: Written testimony may be submitted via email at <br /> cdp@hawaiicounty.gov or in person at the Hilo or Kona Planning Department, up to two (2) <br /> days prior (November 6, 2021)to the meeting (see the Notice Section below). In addition, <br /> members of the public may provide oral testimony at the meeting on any of the agenda items. <br /> To register for access to the Zoom meeting please email cdp@hawaiicounty.gov. With <br /> discretion of the Chair of the CDP Action Committee, comments may be made either during the <br /> public comment portion of the agenda or just prior to the relevant business item and may be <br /> limited to three (3) minutes in length per agenda item. <br /> APPROVAL OF THE MINUTES:The Action Committee will consider the draft minutes for the <br /> September 15, 2021 meeting. <br /> BUSINESS: <br /> 1. Hawaii Secure Foods, LLC Presentation: Hawaii Secure Foods, LLC (HSF) will do a <br /> presentation on their plans to operate an artisanal grass-fed dairy on the site formerly <br /> owned by Big Island Dairy. They hope to produce high quality products: fluid milk, <br /> butter, and yogurt to support Hawaii's dairy needs and to provide additional food <br /> security and sustainability for the state. They also plan to grow feed for other local <br /> livestock producers and future Hawai'i dairy farms. In understanding the significant <br /> history of this land, HSF would like to hear from and engage with local stakeholders to <br /> ensure their current and future activities are in harmony with the surrounding <br /> community. <br /> 2. Hawai'i Farm Trails Presentation: Kalisi Mausio, Founder and Chief Executive Farmer of <br /> Hawaii Farm Trails will present their organization's mission to mindfully connect visitor <br /> consumers directly to producers. Headquartered on the Hamakua Coast, they would like <br /> to explore ways to showcase the agricultural heritage of this unique district in a <br /> community-grounded way, while piloting sustainable experiences around food security <br /> to share with the rest of the State. <br /> 3. Implementation Updates from Action Committee Members: Members of the Action <br /> Committee, Council Member Heather Kimball, and members of the community working <br /> groups will provide updates on their work relative to CDP Implementation.The Action <br /> Committee may consider establishing investigatory subcommittees relative to specific <br /> initiatives that advance CDP implementation.
