golf facilities, and operational facilities is conceptually planned from Ala Ahi way <br /> at its intersection with Waikoloa Beach Drive (South). <br /> Despite recommendations made by the Traffic Impact Report and as <br /> conceptually represented in the Kumu Hou Master Plan to develop the main <br /> internal road with sidewalk facilities, the applicant clarified their intent to develop <br /> roadway infrastructure to the Resort Standards in the Subdivision Code, with the <br /> option to add sidewalks. As similar Project District Zoning for other resorts in the <br /> area require the same, the Director recommends adding a condition of approval to <br /> require that all new internal roadways may be developed to the Subdivision <br /> Code's Resort Standards. The preceding and all other internal resort infrastructure <br /> and community facilities will be developed and maintained privately. <br /> Police, fire, medical, and emergency services are available nearby. <br /> According to a comment memo from the Police Department, the increase in <br /> population resulting from the 1,000+time share units (within the overall Kumu <br /> Hou project) will lead to an increased burden on public safety services such as <br /> police and fire/rescue. A condition of approval will require the applicant or <br /> successor to pay a fair share contribution to mitigate potential regional impacts <br /> from the development. <br /> In addition, the Planning Department will review site plans for each phase <br /> of development that are consistent with the overall master plan to ensure the <br /> following: <br /> ■ Adequate light and air, as well as proper siting and arrangements of all <br /> structures and improvements are provided. <br /> ■ Existing and prospective traffic movements will not be hindered. <br /> ■ Proper landscaping is provided that will be commensurate with the <br /> development or use and its surroundings. <br /> ■ Unsightly areas are properly screened (visually) or eliminated. <br /> ■ Adequate off-street parking is provided to serve the development or use. <br /> ■ Access to the parking areas will not cerate potential accident hazards; and <br /> -11- <br />
